Adjusting Emergency Brake

Can anyone tell me how to adjust the emergency brake on a 2002 P5
The handle goes up too far for the e brake to hold the car. I need at least 3 - 5 clicks now its like 15 clicks

Apply the brake.
Pull off the cover around the lever.
Release the brake.
Use a 10mm Wrench to tighten the cable.
Test
Replace the cover.

You should see if your rear brakes need to be adjusted first before you adjust the cable...
