No they're not. They look the same and fit in the same sockets, but, in fact, the wattages on them are different. The 194 'Peanut' bulb is typically used for map light,s liscnese plate lights, etc while the others are normally used for reverse/backing up lights. 194 are very common and can be found anywhere. However, the others most likely will not be carried in stock (in a xenon bulb) in most stores.
I know this because my 02 Civic uses the 921 bulb for the backing-up light (in the taillamp) and i had a hell of a time finding them in a xenon. I eventually had to special order them.
Oh, the 194 will be sold as a set and the 921 will be sold as a single.
Using a 921 as a map light instead of a 194 would be ok (brighter) but I would not want to use a lower wattage bulb (ie 194) when im reversing at night!

Yeah, I reason is that I'm looking for reverse bulbs for my car and have had a hell of a time finding the 912's. 194 and 921's look very simular so I was wondering.

well i can't justify the difference from what kdawg mentioned. But i'm using a pair of xenon white 912 bulbs for my map light. If you want you can get 'em from crappy tire. They're pretty bright. It's retailed $11.99 + tax.

Thanks Eric, I had a look at crappy tire but couldn' t find
'em. I'll keep my eyes open the next time I'm there. 912's are the brightest of the three I believe right? The reason is, is that I want to replace my reverse bulbs.

well, the xenon whites one that i was referring to are 194's....but jus give it a try and see. If it doesn't work out u can always refund it . But yea they are the brightest

Yes, the 194 ARE a lower wattage bulb!
Why would you want to replace your backing-up lights with a bulb that is a little blue'er and NOT as bright? Sheesh!
Just go to Performance Improvments or ANY performance shop and have them order you the PROPER bulbs! Or, order them online.
If all 3 of these bulb type were the same, there would ONLY be one type and not three! Trust me on this. Its a pain, but like I said from experince, way worth it!
