I'm having a problem with my parking brake. last week i had new rear drum pads put on and two days later....after leaving my buddies, my ebrake wouldn't release even though the handle was released. the handle was really slack and had no tension on it. Last feb i had a brand new e brake cable put on and new pads on last week. Now whenever i start driving my car - if the brake was on or even if it wasn't - the breaks are stuck on a bit for a little while....

Which ebrake cable was it?? right or left??
or Equalizer??
Thiunk maybe it could be something in the brake assembly, maybe got loose and came out of place inside the drum??
Was the friction material bonded or riveted to the shoe thing??
If it was bonded (glued) to the brake shoe thingy, then you might have overheated it and melted the glue and the friction material moved out of place and is stuck. It happened to me once after I overheated the brakes on my parent's old car and it was fine while I was driving, until i came to a stop, and the brakes cooled down for a bit.
Thats probably not it, but you never know.
If its just the cable, try pulling up on it as hard and as far as you can and releasing it, if you do that enough then you might be able to unstick it.

If the brake cable and shoes were replaced recently then the only thing I can think of, is that the springs were either not installed, not installed properly, or broke.
